【市場更新】

1. 美國總統大選尚未由官方公布最後贏家,參議院結果要由明年一月喬治亞州的決勝投票結果而定。但市場目前假定民主黨會拿下總統及眾議院,而參議院仍掌握在共和黨手中,這也將是我們以下分析市場反應以及未來發展的基礎。提醒大家,一切選舉結果以官方公布為準,而各方採取的法律行動有可能對市場產生一定影響。

  • 開票至今的市場變化
    • 整體股市上漲: 在市場偏好維持現狀的前提下,總統及國會分屬不同黨確保政策不會有大規模變動,例如包括加稅以及新增對科技公司限制等較激進的政策通過機率不高。
    • 但依賴紓困方案的景氣循環股表現較差且推動利率走低: 之前市場預期民主黨同時掌握總統及國會之下,將會有較大規模紓困方案並推升景氣循環股,但在民主黨掌控國會的機率降低下,景氣循環股的漲幅較低。同在預期紓困方案規模較小、政府未來新增舉債降低的假設下,美國公債利率走低(代表債券價格上升)。
    • 科技股上揚: 市場預期新政府對科技公司不會有太大動作。另外,部分人士認為拜登當選將使美國經濟發展趨緩,科技業是少數能提供成長的區塊。
  • 以下是未來值得注意的發展:
    • 市場以各種不同理由合理化目前的漲勢: 選舉前認為民主黨掌握總統及國會將有大規模紓困方案而忽視增稅及負債上升的風險,現在又認為分裂的政府降低增稅的風險而忽視紓困方案。紓困方案規模及何時通過,將影響第四季及明年第一季的經濟發展。
    • 長期來看,我們認為加稅以及對科技公司的管制風險被市場低估:民主黨總統及共和黨參議院的確導致政策不會有太大變動。但加強對科技公司的管制是少數兩黨的共識。在加稅方面,共和黨可能意願不高,但在政府負債比例新高的現在,除了撙節開支外,並不能排除未來加稅的可能性。
    • 川普總統在新總統就職前的動作: 雖然這段期間的行政命令可以在未來由新總統取消,但仍有可能有不同程度的影響,特別是在貿易政策上值得關注。
  • 對投資人的建議
    • 首先要強調「不要跟錢過不去」: 不用因為政治傾向影響投資判斷,在歐巴馬總統就任前,部分人認為他是有史以來最社會主義的總統,經濟會崩潰、市場會崩盤。同樣的,在川普總統當選時,許多人也認為他會搞垮美國。但這兩件事都沒發生,相反的,從2009年三月底標普500的低點到今年九月底總回報是435%。不管選舉結果如何,我們不認為全球金融體系以及美國經濟會因此在一夕間崩解。
    • 整體市場而言,我們維持之前的看法,以標普500來看,只要指數維持在3200到3600之前就不需要大幅度調整。以產業來看,可以關注之前被過度低估的傳統能源公司,而科技股在適當的價位下依然值得持有或是加碼。
    • 稅務規劃的重要性並沒有隨著民主黨”橫掃”的機率降低而減少,特別是超高淨值客戶應該趁此機會未雨綢繆。

2. 週四公布的首次申請失業救濟人數及週五公布的十月就業報告都顯示經濟逐步改善。

【疫情更新】

1. 美國冠狀病毒單日新增確診人數超過100,000,就診率提高但死亡率仍遠低於今年春季高峰。

2. 歐洲各國疫情第二波爆發沒有緩和的跡象,包括義大利在內的歐洲各國提高部分經濟封鎖層級,歐洲面臨經濟再次衰退的風險(Double Dip),高盛預期歐洲第四季經濟將衰退2.3%

  • 嚴格說來,Double Dip是指經濟衰退、復甦後再次衰退。目前很有可能全球經濟尚未從第一次衰退中回復,根本不存在Double Dip的問題。

【救市措施】

1. 參議院多數黨領袖Mitch McConnell下週將討論新一輪的紓困方案,宣稱願意對各州及地方政府提供更多的協助,視為對眾議院發言人Nancy Pelosi釋出善意,同時期待Nancy Pelosi能在雇主保護的議題上讓步。在民主黨掌握參議院機率不高的情況下,有望在年底前達成協議。

2. 英國央行將持續買進公債以降低利率,希望能在英國進入新一波經濟封鎖時支撐經濟。
